§ 118-97. Rates for water service charges.

  • (a)

    In-city water rates and charges. There shall be and are hereby established rates and charges for the use of and for the water supplied from the waterworks system of the city to users within the corporate limits of the city, based upon the amount of water consumed, as shown by the water meters as follows:

    (1)

    Rates applicable to all types of water users within the corporation boundary of the city: The rate for all water billed based on water meter readings (or estimated) is as shown in figure 1.

    (2)

    There shall be a monthly meter service charge for all classifications of use for billing, collecting, availability of water supply service, water storage, and pumping facilities. The in-city monthly meter service charge is as shown in Figure 2:

    Water service line calls for turnoff or turn-on of water service for reasons other than nonpayment shall be performed at no charge to the customer during normal working hours from 8:00 a.m. to 4:00 p.m. After normal working hours, when overtime must be paid, the charge shall be $220.00 with yearly increases dependent upon increases provided by the collecting bargaining agreement between City of Edwardsville and Laborers' International Union of North America Local 397 of Edwardsville, Illinois and vicinity on behalf of the public works department.

    (b)

    Outside city water rates and charges. There shall be and are hereby established rates and charges for the use of and for the water supplied from the waterworks system of the city to users outside the corporate limits of said city, based on the amount of water consumed, as shown by the water meters as follows:

    Rates applicable to all types of water users outside the corporate boundaries of the city: The rate for all water billed based on water meter readings (or estimated) is as shown in Figure 3.

    (2)

    There shall be a monthly meter service charge for all classifications of use for billing, collecting, availability of water supply service, water storage, and pumping facilities. The out-of-city monthly meter service charge is as shown in Figure 4.

    (3)

    All water sales for out-of-city limits customers shall be by contract. An annexation agreement is the required contract between the property owner and the city which must be approved after a public hearing an approval of the city council. Unless said annexation agreement is in full force and effect, water service will be discontinued.

    (4)

    Water sales to wholesale customers where large volumes are involved and only parts of the system are used to serve those customers will be by separate contracts. The rates to be charged shall be negotiated by the public services committee, subject to the approval of the city council.

    (c)

    Annual review of rates and charges. Beginning May 1, 2022 and annually thereafter, water rates and meter charge shall be increased by five percent.
