If the permit required in section 18-48 of this chapter is issued, the work may proceed and when the same is completed and
ready for service, the electrical inspector shall be notified thereof; and he shall
thereupon inspect the same, and if approved by him, he shall issue a certificate of
satisfactory city inspection, stating the date and the premises. No person shall place
any wires or apparatus in service, or conduct the electric current thereover until
such certificate has been issued as aforesaid.
