§ 2-417. Planning and zoning.

  • (a)

    Established. The department of public works shall include a division of planning and zoning that shall consist of a city planner and such other persons as the corporate authorities may deem necessary.

    (b)

    City planner; appointment. The mayor by and with advice of the council shall annually appoint a city planner who shall hold office for the term of one year or until a successor is appointed. The city planner shall serve as the zoning administrator.

    (c)

    City planner; qualifications. The city planner shall have a reasonable level of education and experience as may be determined by the corporate authorities.

    (d)

    City planner; duties. The city planner shall report to the city planner and shall perform the following duties:

    (1)

    Coordinate with the city planner and provide reasonable technical assistance as needed and requested by the city administrator, director of public works, elected officials, department heads and other division heads.

    (2)

    Report to the council, council committees, boards and commissions as necessary.

    (3)

    Maintain awareness of grant and loan availability, special and/or creative financing and funding opportunities, special taxing options and other revenue sources as any of the above may apply to any department of the city.

    (4)

    Keep the mayor, council, administrator, director of public works and (when appropriate) other department heads informed concerning all grant and special loan opportunities and optional revenue sources.

    (5)

    Prepare grant applications and submit the same, subject to the approval of the administrator.

    (6)

    Develop and maintain current demographic and other statistical data concerning the community and its population.

    (7)

    Develop and maintain current maps, charts, photographs and other visual aids to assist in the location and identification of specific land parcels within the community and within 1½ miles of the community.

    (8)

    Maintain an accurate and appropriate records system of all functions and operations of the planning and zoning section.

    (9)

    Conduct, prepare and maintain informational surveys and report relevant findings at the direction of the director of public works, administrator or mayor.

    (10)

    Subject to input from the current administration and, when applicable, provide the council, boards, committees and commissions with administration recommendations and positions regarding development, planning and zoning issues.

    (11)

    Supervise personnel and delegate authority when appropriate.

    (12)

    Serve as a confidential advisor to superiors and legal counsel.

    (13)

    Provide general assistance to the council, director of public works and city administrator in the preparation of the annual municipal budget.

    (14)

    Coordinate with the respective chairs, prepare and submit (pursuant to accepted procedures) the annual budget proposals for boards and commissions.

    (15)

    Receive and accurately record receipt of all site grading, building, variance, sign installation and like permit applications (including any accompanying material as necessary) requiring a permit from the city.

    (16)

    Coordinate distribution of all site grading, utility extension, building, variance, sign installation and like permit applications (including any accompanying materials as necessary) to the engineering division, other appropriate personnel, boards and commissions within the municipal operation.

    (17)

    Schedule regular and special concept review meetings of various personnel of the city for the purpose of evaluating projects and proposals related to building and construction as same may require a permit or other authorization of the city.

    (18)

    Communicate and coordinate with the city engineer and others and provide recommendations to the director of public works regarding issuance or denials of various permit applications and provide proper notifications, accordingly.

    (19)

    Assist committee, board and commission chairs with preparation of meeting agendas.

    (20)

    Perform such other duties as may be assigned by superiors.

    (e)

    Assistant city planner. The assistant city planner shall report to the city planner, assist the city planner and perform such other duties as may be assigned by superiors.

    (1)

    The assistant city planner shall have a reasonable level of education and experience as may be determined by the corporate authorities.

    (2)

    The assistant city planner shall supervise all division personnel other than the director and perform such other duties as may be assigned by superiors.

    (3)

    The assistant city planner shall serve as a confidential advisor to superiors and legal counsel.

    (f)

    Staffing.

    (1)

    There shall be one city planner.

    (2)

    There may be one assistant city planner.

    (3)

    There shall be one city planner 1.
