§ 46-23. Duties of the fire chief.

  • (a)

    The fire chief shall direct the administration and operation of the fire department, and abide by and enforce policies transmitted to him by the mayor, the city administrator or the city council. The chief shall establish such other policies, directives, rules and regulations for the administration and operation of the department as he deems necessary and proper, subject to the restrictions of the Board of Fire and Police Commissioners Act (65 ILCS 5/10-2.1-1 et seq.) and other applicable law.

    (b)

    The chief is authorized to delegate authority within the department as he deems necessary. Such delegation shall be in compliance with law, and shall be done with relative respect to the appointed rank of the recipient, whenever reasonable and appropriate.

    (c)

    The chief shall ensure that all departmental rules, regulations, policies, standard operating procedures, general and special orders and directives are consistent with city ordinances, state statutes, and any applicable labor agreement. The chief shall further ensure that all members and employees, the mayor, city administrator, and members of the aldermanic public safety committee shall approve any changes to the aforementioned protocols that affect the organizational structure, administrative responsibilities or personnel management of the department. Nothing herein is intended to require the chief to seek approval of changes regarding those matters that are strictly operational in nature.
