§ 2-418. Field operations.

  • (a)

    The department of public works shall include a field operations division, which shall include a superintendent of utilities and a superintendent of streets and fleet, and such other persons as may be permanently or temporarily assigned by the city engineer with proper authorization.

    (b)

    Reserved.

    (c)

    The superintendents shall report to the city engineer and shall perform the following duties:

    (1)

    Assign special and routine tasks and duties to personnel in the water services, sewer services, street maintenance, and vehicle maintenance sections of the division as set forth herein;

    (2)

    Develop work and general maintenance schedules that allow for proper planning, task assignments, the anticipation of maintenance needs, response to immediate needs and the effective and efficient utilization of personnel;

    (3)

    Coordinate with the city engineer and provide reasonable assistance and cooperation as needed and requested by the city administrator, director of public works, elected officials, department heads and other division heads;

    (4)

    Ensure that all construction, maintenance, painting, signage and repairs are performed in accordance with accepted practices, standards and laws;

    (5)

    Report to the council, council committees, boards and commissions as directed by superiors;

    (6)

    Supervise division personnel and delegate authority when appropriate;

    (7)

    Serve as confidential advisor to superiors and legal counsel; and

    (8)

    Perform such other duties as may be assigned by superiors.

    (d)

    The field operations division shall consist of a water services section, sewer services section, a street maintenance section, and a vehicle maintenance section.

    (1)

    Water services section.

    a.

    Operation and maintenance. The water services section shall operate and maintain the water distribution system subject to accepted standards, the policies and practices of the department, applicable laws and regulations; and

    b.

    General duties. The water services section shall, subject to accepted standards, the policies and practices of the department, applicable laws and regulations, provide installation of new water services, maintain water meters and coordinate with billing authorities regarding the collection of customer consumption data and other relevant information; and

    c.

    Assigned duties. The water services section shall perform such other duties as may be assigned by appropriate personnel;

    d.

    Staffing.

    1.

    There shall be one water services foreman.

    2.

    There shall be one assistant water services foreman.

    3.

    There shall be nine water services crew members.

    e.

    Appointments. Foremen and assistant foremen shall be appointed by the city engineer.

    (2)

    Sewer services section.

    a.

    Operation and maintenance. The sewer services section shall operate and maintain the sewer distribution system subject to accepted standards, the policies and practices of the department, applicable laws and regulations; and

    b.

    General duties. The sewer services section, shall construct, inspect, repair and maintain public stormwater and wastewater collector systems and parts thereof, water retention and detention basins not the jurisdictional responsibility of others; and

    c.

    Assigned duties. The sewer services section shall perform such other duties as may be assigned by appropriate personnel;

    d.

    Staffing.

    1.

    There shall be one sewer maintenance foreman.

    2.

    There may be one assistant sewer maintenance foreman.

    3.

    There shall be three sewer services crew members.

    e.

    Appointments. Foremen and assistant foremen shall be appointed by the city engineer.

    (3)

    Street maintenance section.

    a.

    Operation and maintenance/general duties. The street maintenance section, shall construct, inspect, repair and maintain public highways, roadways, streets, alleys, sidewalks and other public properties not the jurisdictional responsibility of others, subject to accepted standards, the policies and practices of the department, applicable laws and regulations; and

    b.

    Assigned duties. The street maintenance section shall perform such other duties as may be assigned by appropriate personnel.

    c.

    Staffing.

    1.

    There shall be one street maintenance foreman.

    2.

    There may be one assistant street maintenance foreman.

    3.

    There shall be eight street maintenance crew members.

    d.

    Appointments. Foremen and assistant foremen shall be appointed by the city engineer.

    (4)

    Vehicle/fleet maintenance section.

    a.

    Operation and maintenance/general duties. The vehicle/fleet maintenance section shall be responsible for preventive maintenance and repairs of vehicles assigned to the department of public works and, as directed, other vehicles and equipment owned or operated by the city. All maintenance shall be subject to manufacturer's standards, warranty requirements, the qualifications of maintenance personnel, and reasonable availability of parts, equipment and appropriate facilities.

    b.

    Assigned duties. The vehicle maintenance section shall perform such other duties as may be assigned by appropriate personnel.

    c.

    Staffing.

    1.

    There shall be two vehicle/fleet maintenance/equipment mechanics.
